In a major overhaul of security measures at the Vidhan Bhavan at Nariman Point, which houses the states legislature, the state home department has now cleared a Rs 5.5-crore proposal for upgrading access control and surveillance systems at the sensitive landmark.
A proposal had been sent to the home department by the Mumbai Polices Protection and Security Department for major upgrades in security at the Vidhan Bhavan. The overhaul was pegged at a cost of Rs 5.5 crore and it was cleared a few days ago, said a top Mumbai Police officer, who did not wish to be named. Among the measures proposed for increasing security were increased CCTV surveillance,a better access control system which would include turnstiles,airport-style baggage scanners and metal detectors and an increase in the height of the perimeter wall, said the officer.
A new visitor management system that involves issuing digitised photo-identity cards to visitors is also on the anvil. New watchtowers will also be set up along the wall, with revolving vantage points for round-the-clock surveillance. Concrete bunkers will also be built to replace make-shift sandbag bunkers.
Senior police officers pointed out that intelligence inputs in the past have said that the Vidhan Bhavan was on the terror hit-list.
A security audit conducted at the building in 2010 exposed serious loopholes in the security at Vidhan Bhavan and called the existing systems obsolete. It asked for a complete overhaul of existing security on an urgent basis.
The audit found that there was inadequate security staff posted at the building, the CCTV cameras and metal detectors were outdated and a proper log of visitors was not being maintained by the security staff.
