Universities not happy with allocation

The Punjab government’s budget announcements for both,the Punjab Agricultural University and the Guru Angad Dev Veterinary and Animal Sciences University seem to have brought little cheer.

The Punjab government’s budget announcements for both,the Punjab Agricultural University (PAU) and the Guru Angad Dev Veterinary and Animal Sciences University (GADVASU) seem to have brought little cheer. Finance Minister,Dr Upinderjeet Kaur has announced a Rs 25 crore grant for PAU and hiked allocation for the non planned schemes of GADVASU by 50 per cent.

Dr V K Taneja,Vice Chancellor,GADVASU while commenting on the budget said,“While any kind of help is welcome,this grant is too small. We spend close to Rs 45 crores under the non planned scheme and we were getting Rs 25 crores for this from the state government. The hike means that we will now be getting Rs 37 crores which is still short,considering that there will be a hike in the salaries of employees and other expenses.”

Dr Taneja added that as GADVASU was a new college established only in 2006 it required money to improve its infrastructure. “ At present we need a girls hostel and an auditorium. The government should have given us a special grant of Rs 200 crores so that we could create infrastructure,” he said.

Meanwhile,there is no respite for PAU as well. “ The announcement by the finance minister means that PAU gets Rs 110 crores as annual budget while last year the state government had given us Rs 120 crores so we are yet to see how the state will cover up this gap,” said Dr R S Sidhu well known economist and Dean,College of Basic Sciences and Humanities,PAU.

Dr Sidhu added that the college had 45 per cent posts lying vacant due to lack of funds. “The salaries are rising so is the Dearness Allowance slab and meeting these expenditures mean that research takes a back seat which again does not spell good news for both PAU and agriculture,” said Dr Sidhu.
