Devendra Dutt Misra undergoes check-up at Psychiatric department at CSMMU

A day after UP Fire Service DIG Devendra Dutt Misra alleged corruption in his department,the state government on Saturday handed over investigation into the matter to Anti-Corruption Organisation Director General (DG) Atul.

Principal Secretary (Home) Kunwar Fateh Bahadur,who announced the government’s decision also said the DIG has violated the government service rules but on humanitarian grounds no action will be initiated against him until he recovers from the mental illness.

He said Misra underwent a medical check-up at CSMMU on Friday. According to Fateh Bahadur,Misra is under observation of Psychiatry Department Professor PK Dalal. Principal Secretary (Home) added that Misra had made allegations against him (Fateh Bahadur) on Friday and had also alleged that IAS officer Harminder Raj Singh was murdered and that he had not committed suicide. The IAS officer’s body bearing gunshot injury was found from his official residence in Lucknow on November 29,2009. The police had then closed the case of Harminder’s death declaring it a case of suicide. Before his death,Harminder was posted as Principal Secretary (Housing & Urban Planning).

The probe handed over to Anti-Corruption DG Atul also included the investigation into the role of Principal Secretary and other allegations mentioned by Misra. The DG has been asked to complete the probe earliest and submit the report to the government,Fateh Bahadur confirmed.

Talking about the Friday incident,Fateh Bahadur said senior officials had reached DIG’s office soon after they came to know about Misra’s statements. His daughter and close friends were called at the office,but Misra’s behaviour was abnormal with them too.

His daughter (Pallavi) told the officials Friday that her father was undergoing depression for last few days. She also informed that Misra had lost appetite and was behaving abnormally.

The Principal Secretary also said that a doctor from Civil Hospital was called at DIG’s office who recommended him to be diagnosed at the CSMMU Trauma Centre. He was admitted there and was undergoing treatment.

Meanwhile,when contacted by The Sunday Express,the team of doctors looking after him also said that stressful routine and lack of support can lead to individual episode of illness.

When inquired if Misra’s promotion was being delayed,Fateh Bahadur replied that none of 1992 batch IPS officers have been promoted to the IG rank so far and thus there was no question of delay in his promotion. No penal action is pending against Misra,he said.

He,however,said a disciplinary action was pending against Misra following an inquiry in 2005. But,the Chief Minister had decided to close the inquiry against him in 2010 and he was promoted to the rank of DIG soon after that,Fateh Bahadur added.

A DG rank officer,who has worked with Misra and with whom the DIG was in regular contact,said Misra was being harassed and humiliated for last few days by his senior officials.

He also said that Misra was an efficient official but lost his cool after he found himself unable to cope up with the system,the top cop added.
