Ahead of Republic Day, Gurgaon police intensify crackdown against lodging foreigners without necessary form

Hotels, guest houses, homestays, paying guest accommodations, and private flat owners must submit Form C, a mandatory online report, to the Foreigners Regional Registration Office or local authorities within 24 hours of a foreign national's arrival.

The Gurgaon police have stepped up enforcement against flat owners and commercial accommodation providers failing to comply with rules, registering cases against dozens for not reporting foreign nationals’ stays.

A police spokesperson said checks have been heightened in the run-up to Republic Day on January 26, to strengthen security and ensure strict adherence to the law.

Hotels, guest houses, homestays, paying guest accommodations, and private flat owners must submit Form C, a mandatory online report, to the Foreigners Regional Registration Office (FRRO) or local authorities within 24 hours of a foreign national’s arrival.

Required under the Foreigners Act, 1946, and the Registration of Foreigners Rules, 1992, it captures guest details to assist authorities in tracking visitors for national security and immigration purposes.

Officers said the largest operation took place on January 14, when the Kherki Daula police, acting on specific intelligence, inspected DLF Primus Society in Sector 82.

Examination of society office records revealed that 73 flat owners had accommodated foreign nationals without submitting Form C or notifying the police. Cases were registered against all 73 under relevant sections, and the investigation is ongoing.

Arrests in Gurgaon

This, officers added, follows a string of similar actions in recent weeks.

On January 13 and 14, officers from the Sadar police station arrested two hotel managers, Visarjan Ahlawat and Sheikh Fajjul, after they found two foreign nationals staying without Form C or intimation at the Bloom Hotel in Sector 38, and the Royal Guest House in Sector 39.

On January 12, the Rajendra Park police arrested Ashmit Grover for hosting six foreign nationals at a flat at M3M Woodshire Society in Sector 107, without compliance.

On December 28, 2025, the Sushant Lok police arrested Jitendra Kumar, the manager of Flex House Horizon One Hotel at Sector 43, after four foreign nationals were found there without a Form C or police notification.

Officers reiterated strict instructions to all accommodation providers, including hotels, guest houses, homestays, PGs, and private flat owners, to register on the FRRO portal if required, submit Form C promptly for every foreign guest, and inform the concerned police station.

The police said non-compliance will invite firm legal action, highlighting the critical role these measures play in internal security, law and order, and monitoring of foreign visitors.

Gurgaon traffic advisory

Meanwhile, the Gurgaon traffic police Tuesday issued an advisory restricting the entry of medium- and heavy-goods vehicles into the city and Delhi to ensure smooth traffic flow during the national celebrations.

Medium and heavy goods vehicles will not be allowed to enter Gurgaon/Delhi from 5 pm on January 22 to 1.30 pm on January 23, and from 5 pm on January 25 to 1.30 pm on January 26.

Heavy vehicles approaching from the Jaipur side on National Highway-48 will be diverted at Pachgaon onto the KMP Expressway. Heavy vehicles originating from Gurgaon will be diverted to alternate routes at key points, including Hero-Honda Chowk, Shankar Chowk, Mehrauli Border, Sohna, Pataudi, and Farukhnagar.

Essential vehicles carrying milk, vegetables, fruits, fire brigade, ambulances, and airport passengers are exempt from these restrictions. Vehicles heading to other districts or states are advised to use the KMP Expressway from Panchgaon Chowk.
