Indian Institute of Advanced Studies (IIAS) Chairman Dr Bhalchandra Mungekar said on Wednesday that most laws,including the Protection of Civil Rights Act and Prevention of Atrocities against SCs/STs,have failed to check atrocities against the vulnerable sections — these castes continue to face brutalities meted out by the members of the upper castes,mostly in rural areas.
