Mangesh Kashyap is new SDMC chief vigilance officer

On June 29, the SDMC had taken a decision to junk the government’s choice - B R Meena (UP cadre IPS officer) - and given the official go ahead to appoint Kashyap as CVO.

The latest tussle between the Delhi government and the Municipal Corporations of Delhi has ended with DANIPS officer Mangesh Kashyap joining the South civic body as Chief Vigilance Officer last week.

A senior official of the SDMC told The Indian Express that post the clearance from the standing committee of the civic body, Kashyap’s appointment as CVO was finalised. On June 29, the SDMC had taken a decision to junk the government’s choice – B R Meena (UP cadre IPS officer) – and given the official go ahead to appoint Kashyap as CVO.

Members of the standing committee had pointed to Meena’s pending clearance from the Central Vigilance Commission, a crucial requirement for the position. However, in a letter to the SDMC announcing their choice for the post, the government had stated that the clearance was “being obtained separately.”

Prior to this, the Ministry of Home Affairs ordered the appointment of Mangesh Kashyap as the CVO in SDMC for a period of three years “extendable by another two years with specific concurrence of the Central Vigilance Commission. The letter was marked to the Chief Secretary of the Delhi government along with the LG, the Commissioner of Police (to relieve Kashyap) and Kashyap himself.

While rejecting the state’s choice for CVO, the MCDs stated that the prerogative to appoint a CVO lies with the Centre. However, officials state that while the Delhi government can make its suggestion to the MHA “it cannot appoint” the CVC.

The circular for the CVO post was first issued on July 9, 2015. The SDMC received 14 “advance” applications and “only one through proper channel and with requisite documents”.

The applications of Kashyap, who then served as DCP, New Delhi, and Meena were found to be complete and the names were forwarded to the MHA. A copy of this was also sent to the Principal Secretary, Urban Development, Delhi government.
