Three months after he was appointed the Chief Secretary of Haryana, Vivek Joshi, a 1989-batch IAS officer of the Haryana cadre, was appointed Election Commissioner (EC). He will serve in the three-member polling body along with Chief Election Commissioner (CEC) Gyanesh Prakash and fellow EC Sukhbir Singh Sandhu.
Joshi took over as Haryana’s Chief Secretary in November 2024 following the retirement of T V S N Prasad. He was appointed after the Appointments Committee of the Cabinet approved his repatriation from central deputation to his parent cadre at the request of the state government’s request.
Before his repatriation orders, Joshi was the Secretary, Department of Personnel and Training in the Union Ministry of Personnel, Public Grievances, and Pensioners. During this latest stint of central deputation, which began in January 2019, Joshi also served as the Secretary, Department of Financial Services, and the Registrar General & Census Commissioner of India in the Ministry of Home Affairs.
Before the central deputation, he served the Haryana government in various capacities from 2017 to January 2019, including as the Commissioner of Ambala Division, Principal Resident Commissioner (New Delhi), and CEO of the Gurugram Metropolitan Development Authority.
Joshi was in the Central government from 2010 to 2017 as well, serving in the Finance and Women and Child Development ministries as a joint secretary.
As an IAS officer, Joshi began his bureaucratic career in 1991 as a sub-district officer (civil) in Haryana’s Gohana town. After different assignments in the state, he moved to the Centre on deputation in 2001 as Director, Exports. Joshi, who is from Prayagraj in Uttar Pradesh, is due to retire from IAS on May 31, 2026. During his nearly 34 years as an IAS officer, he served the Central government on deputation for almost 18 years.
Joshi holds a degree in mechanical engineering from IIT Roorkee and completed his PhD in International Economics from the Graduate Institute of International and Development Studies in Geneva, Switzerland.
