
The tendency of the Home Ministry to throw up its hands and call in the Army to handle internal disturbances is not going down well with the Defence Ministry. At one point during the ongoing Jammu crisis, when more paramilitary was needed, Home Minister Shivraj Patil simply told the Cabinet Committee on Security that he did not have any paramilitary to spare and that the Army should undertake responsibilities. While the Army did move in, Defence Minister A K Antony, prompted by his ministry, conveyed his discomfiture to the Prime Minister about calling in the Army in such large numbers to carry out law and order duties for which they are not adequately trained. It was finally decided that the Army will focus only on keeping lines of communication open, essentially the National Highway, while the Home Ministry arranged for more paramilitary.
