MUMBAI, April 11: The Legislative Assembly today witnessed confusion over the jurisdiction of various ministers in replying to a calling attention motion, which was finally postponed till April 19.

When the motion moved by Devrao Asole and others over the inability of cooperatives in Parshivni (Nagpur district) in supplying chemical fertilizers, seeds and pesticides to farmers, came up for discussion, Deputy Speaker Pramod Shende told the House that the Government had sought more time in replying to the motion and hence it would be taken up on April 17.

Opposition member Datta Nalawade and others objected to the same, pointing out that everyday the House discussed only three calling attention motions and that by postponing one motion, the Government had deprived some other member of moving a motion on some different issue.

However, Minister for Marketing Ganpatrao Deshmukh told the Deputy Speaker that even if the motion were taken up for discussion on April 17 he would still not be in a position to reply as it was not within the jurisdiction of his department. He informed the House that the motion had been initially sent to the agriculture department on April 1 and was referred to his (marketing) department on April 10. He pointed out that the motion be referred to the cooperation department.

The Deputy Speaker however maintained that Deshmukh should reply to the motion. Minister for Law and Judiciary Vilasrao Patil came to the rescue of Deshmukh, pointing out that the subject fell within the juridiction of the Minister for Cooperation and the motion be referred accordingly.

The Deputy Speaker then announced that the motion would be taken up for discussion on April 19 and that Minister of State for Cooperation Babasaheb Kupekar would reply to it.
