DGCA dept stopped checking marksheets four years back

DGCA stopped the practice of cross-checking marksheets submitted by candidates.

Investigations into the pilot licence racket have revealed that the licencing division of the aviation safety regulator,Directorate General of Civil Aviation DGCA,stopped the practice of cross-checking marksheets submitted by candidates about four years back.

Earlier,the licencing directorate would send an applicants file,complete with all the marksheets,to the examination division for verification before granting a licence. We are examining why the practice was discontinued at that time, said a senior Civil Aviation Ministry.

Ostensibly,the reason was paucity of staff and duplication of effort. It was felt that there has to be trust between two departments whereby marksheets issued by one will be accepted by the other without any cross-checking, said the official.

However,the argument against duplication of effort does not seem to have much basis as unlike other entrance examinations held in the country where the numbers run into several thousands,in case of commercial pilot licence CPL or airlines transport pilot licence ATPL exams,the annual number runs into a few hundreds.

The ministry is also looking into the possibility of deliberate omission by and connivance of officials to facilitate the racket. Nobody is above suspicion, said the official,adding that the investigations could go up to the DGCA chief.

The Delhi Police Crime Branch has found that in at least three cases IndiGos Parminder Kaur Gulati,Air Indias J K Verma and Abhishek Kaushik pilots had fudged marksheets issued by the examination division to obtain licences.

The DGCA recently ordered its examination division,Central Examination Organisation,to stop issuing result cards with immediate effect. The candidate may download the result page posted on the DGCA website,where his/her name appears and enclose it along with his/her application for the purpose of issue of licence, said the order.
