Court rejects petition against Raman in Balco case

A Raipur court Saturday rejected the petition of senior Congress leader Bhupesh Baghel in which he had sought to book Chief Minister Raman Singh for corruption and cheating in a land case.

A Raipur court Saturday rejected the petition of senior Congress leader Bhupesh Baghel in which he had sought to book Chief Minister Raman Singh for corruption and cheating in a land case.

In his August 2012 petition,Baghel had alleged that Singh conspired with former chief secretary P Joy Ommen and Balco CEO Gunjan Gupta to allot 1,136 acres of land to the company at a concessional rate that caused a loss of Rs 140 crore to the exchequer. The land was under Balcos unauthorised possession for several years and the company was in a legal battle with the government to determine the price for which it was to be regularised.

The court dismissed the petition saying it was unsustainable in law. The court found the land allotment in accordance in law, government counsel Naresh Gupta said.

Baghel filed his petition on the basis of a sudden U-turn the Chhattisgarh government had made regarding the price of the land. On April 26,2010,Chhattisgarh additional secretary law Ravishankar Sharma wrote to the governments additional standing counsel in Delhi to file a Special Leave Petition against an order of the Bilaspur High Court that favoured the price of Rs 200 per acre suggested by Balco.

The state law and revenue departments believed that the amount was too less,but two days later on April 28 the state cabinet issued an order that accepted the companys price. Baghel alleged that the U-turn,when revenue and legal officers were against the compromise,was part of a conspiracy between Balco and Raman Singh.
