Two policemen beat a truck cleaner to death in Kanpurs Panki area on Monday,allegedly when he refused to pay them a bribe of Rs 50 for passing through the area. The Kanpur police have arrested constable Lal Singh,while co-accused Surendra Yadav is missing.
The post-mortem report of 48-year-old Siya Ram Khushwaha has identified head injuries as the cause of death. Truck driver Irshad Ali was also beaten by both the cops,said Panki Station Officer Sanjay Kumar.
Irshad Ali and Khushwaha were returning to their office in Kalyanpur after unloading vegetables at Chakarpur Mandi when the two constables stopped them and demanded money.
I told them that the truck is empty so there was no question of paying. The constables started hurling abuses and said every truck driver had to pay to pass. When I refused,Lal Singh slapped me and forced us to come out, said Irshad Ali.
He said the constables then started beating them. Khushawa,who fell unconscious,was rushed to the hospital where he was declared brought dead,said Circle Officer Shailendra Lal.
An FIR was registered against the two under sections 323 (voluntarily causing hurt),504 (intentional insult with intent to provoke breach of the peace) and 506 (criminal intimidation). The police are also planning to add the charge of culpable homicide.
