MINISTER of State for Parliamentary Affairs V Narayanasami is recognised by his loud booming voice in the Rajya Sabha. While he is supposed to assist in managing the floor,he found himself quite on the other side of the fence this week. On more occasions than one,the minister had to be corrected and reminded by the Chair to keep his decibel levels down so that those participating in discussions on legislative business could speak undisturbed and be heard better. In fact,during a discussion,a Congress minister observed that he could respond to each question raised by the Opposition only if the chief whip stopped interrupting and allowed him to speak.
