A case has been lodged against the husband of the mukhiya of Mansur Halaiya village in Hajipur for tying up a minor OBC boy,hanging him upside down,and beating him up on his heels on Monday,accusing him of a rape attempt. Shambu Sharan Roy,who was captured beating up the boy on a mobile phone camera,is since absconding.

The victims family claimed the rape case had been framed against him because they had demanded that mukhiya Sangita Devi return the Rs 10,000 they had given to her for an Indira Awas Yojana house. The boy,Rajesh Mahato,is admitted to a government hospital.

A case has been lodged against Roy, DGP Neelmani said. Chief Minister Nitish Kumar has taken serious note of the assault. 

Vaishali SP Sujit Kumar said they had seen the video footage and it clearly shows Roy hitting the minors heels with a wooden stick.  

Two persons lifted up the wooden stick to which the minors legs were tied and he was hung upside down. He kept praying for help. All the villagers watched as Roy beat the boy, the villager,who shot the episode on his phone,said.
