The Cabinet today cleared the way for granting fixed two-year tenures to the Defence Secretary, the Home Secretary and heads of the Intelligence Bureau and RAW. It also formalised the same tenure for the CBI Director as directed by the Supreme Court.

It approved the amendment to Fundamental Rule 56 to expand the list from the current beneficiary8212;the Cabinet Secretary8212;subject to the condition that the total term of the incumbents of the above posts does not exceed two years. By this amendment, these officers would be allowed to complete two-year tenures even if they were to retire before the completion of that term.

However, the Cabinet decided not to include the Foreign Secretary or the Finance Secretary in the group. The list was approved with regard to the selected posts being 8216;8216;operational in nature and not policy-oriented,8221; said I038;B Minister Jaipal Reddy.

However, the approval does not mean that every officer who occupies the post would automatically get two years on the job. 8216;8216;It would be done on case-to-case basis,8217;8217; said Reddy.

However, its timing points to an extension for Home Secretary V K Duggal who superannuates in October, IB Chief E S L Narasimhan November, Defence Secretary Shekhar Dutt December and RAW chief P K Hormese Tharakan September 30.
