CHANDIGARH, June 12: The Punjab government has charge-sheeted two Deputy Inspectors General of police and warned another officer for ordering mass scale promotions of lower-rung police personnel on out-of-turn basis.

According to Principal Secretary, Home, G P S Sahi, the two, DIG Jalandhar range, Rajan Gupta and DIG computers Chander Shekhar have been served charge-sheets and given 15 days to file their replies, if any. Inspector General IG border range, Bakshi Ram then DIG has been served only a warning against his lapse.

These officials are charged with illegally promoting policemen during their previous postings by violating norms on August 27 and 28, 1995. The officers had ordered the promotions while they were under transfer from their respective ranges. Gupta, who was then DIG of Ludhiana Police range and was under transfer, had promoted 249 policemen. Most of these promotions were under C2 category, under which constables are promoted to head constables without their clearing the requisite lower promotion course.

This exemption is given in rare cases where the promotee has done exceptionally well in service. Moreover, rule 13.82 of Punjab Police Rules lays down that the number of such promotees must not exceed 10 per cent of the sanctioned cadre strength of the force in the area.

Both these criteria were given the go-bye in doling out these promotions. Gupta had also promoted some police officials from lower ranks, like head constables to Assistant Sub-Inspectors ASI and ASIs to sub-inspectors under the own rank and pay8217; scheme during the same period.

Likewise, Chander Shekhar, who was then DIG of Jalandhar range, promoted 81 cops on a similar line while Bakshi Ram, then DIG of border range, had ordered 47 promotions.

The charge-sheets have been issued on the basis of a preliminary inquiry into these promotions conducted by IG P Lal last year under orders from the Punjab and Haryana High Court, where these promotions were challenged by some policemen who were denied this benefit.
