Telangana High Court orders reconstitution of state animal welfare board ‘without delay’

The Telangana High Court on Wednesday directed the state government to ensure that the Telangana State Animal Welfare Board (TSAWB) is constituted “without delay” in case the board was not reconstituted after expiry of its three-year tenure.

The division bench of Chief Justice Aparesh Kumar Singh and Justice G M Mohiuddin was dealing with a Public Interest Litigation (PIL) filed by Humane Society International, India, urging the court to compel the state authorities to strictly enforce animal welfare laws.

The petition sought directions to authorities to immediately inspect all pet shops and dog breeding centres across the state to ensure they follow the Prevention of Cruelty to Animals Act (1960) and the specific 2017 Dog Breeding Rules and 2018 Pet Shop Rules regarding breeding and marketing.
