
NEW DELHI, Feb 25: For IAS and IPS officers, a Delhi posting is a dream. If they can8217;t make it to the Centre, they try the Delhi Government. The result: While the official cadre posts are just 36 for IAS officers, according to the Civil List, the Delhi Government accommodates more than twice as much.
Now the Union Government is putting pressure on the Delhi Government to release the officers so that they can be sent to posts elsewhere which have been lying vacant. In the second such reminder this year, the Union Ministry of Home Affairs has asked the Delhi Government to expedite transfer orders of about five IAS and four IPS officers.
The letter, dated February 11, is written by the Additional Secretary, MHA, P D Shenoy to Delhi Lieutenant-Governor Vijai Kapoor. The Raj Niwas received it on February 16.
The letter says the delay in relieving the officers is affecting the interests of the new postings. 8220;I shall be grateful if these officers could be released immediately as the respective outlyingsegments are pressing hard for their services,8221; Shenoy says.
8220;A list of IAS/IPS officers, whose orders of transfer are yet to be implemented is enclosed,8221; the letters says. The list includes both IAS officers and IPS officers, whose posting orders were issued months ago but have not yet been relieved by the Delhi Government.
Among the IAS officers listed is Shankuntla Gamlin, of the 1984 batch, who is Director, Education, with the Municipal Corporation of Delhi, and was posted to Mizoram. The letter specifies: 8220;She was initially ordered to be transferred to Arunachal Pradesh.8221; That was way back in April 1997.
Next on the list is Principal Secretary, Services, Navin Chawla, of the 1969 batch, who got his transfer order to Goa on January 11. He held the post of chairman Delhi Vidyut Board during the summer of I998. He was then shifted to General Administration and Services as Principal Secretary.
Then there are three sub-divisional magistrates who have been posted out of Delhi in a single order onJanuary 5. They are Varsha Joshi of the 1995 batch to Chandigarh, Manisha Saxena of the 1996 batch to Goa and Chandrakar Bharti of the 1996 batch to Arunachal Pradesh.
Among the IPS officers who have been transferred but are yet to be relieved are Karnal Singh DCP, Crime Branch of the 1984 batch, posted to Goa and B K Gupta of 1975 batch Additional Commissioner, Crime Branch posted to Mizoram. Others who have been given the orders last year are Ajay Kashyap of the 1985 batch, posted to Chandigarh and Rajesh Malik of the 1986 batch, posted to Arunachal Pradesh.
Lt Governor Vijai Kapoor forwarded the letter to Chief Secretary Omesh Saigal whose Secretariat received it on February 17 with the directions that, 8220;Please give effect to the orders and send confirmation to Dr Shenoy.8221; Saigal is planning to reply. He says, 8220;Among the senior IAS officers, Gamlin was to be transferred but the MCD did not relieve her saying that they cannot find a substitute.8221;
On the other officials, he says, 8220;The juniorofficers are posted as SDMs. It is better to send them off when they are promoted.8221;
He has a reason. 8220;On the one hand we say that an official should be posted in one place for at least two or three years to make a difference, on the other hand we transfer them in six months. Why should junior officers be transferred like this?8221; he says.
