Dear Sir,

Please refer to our discussion dated 30th January 2007. It is to inform you that during our watch at the time of One-Day International match played between India and West Indies on January 21, West Indian all-rounder Shri Marlon Samuels staying in room no 206 of Hotel Pride Nagpur, was contacted by one Shri Mukesh Kochar telephonically on a number of occasions. They conversed about bowling order and some details about different players of West Indies team.

Although as per record, the cell phone used by Shri Mukesh Kochar belongs to some other person, our source clearly indicate that the phone was being used by one Mukesh Kochar. Shri Kochar is reported to be a confidant of gangster Dawood Ibrahim.

We understood that as per ICC Code of Conduct for players and team officials, every player/official has to abstain from conversing with cricket bookies, they are supposed to inform the team manager as per rule C3.

However, as per our findings the conversation by Shri Marlon Samuels was more than once and was so willing that we do not anticipate any subsequent reports by Marlon Samuels to ICC.

Hence we consider it necessary to bring to your notice the gross violation of ICC Code of Conduct by Shri Marlon Samuels of West Indies.

It is requested that necessary action may be taken in this regard under intimation to this office.
