Third RTC: Centre-state ties off agenda

The crucial issue of Centre-state relations may not be on the agenda of the third roundtable on Kashmir to be held later this month. The reason: the working group on Centre-state relations, one of the five such groups set up by the Prime Minister and headed by Justice retd Sagir Ahmed, has not finalised its report.

Officials said the roundtable to be held on April 24 would deliberate on recommendations of the other four groups on economic development, confidence building measures, good governance and relations across the LoC since they have finalised their reports.

The working group on economic development was headed by former RBI governor C Rangarajan and the group on good governance by N C Saxena. Former foreign secretary M K Rasgotra8217;s group looked into relations across the LoC, including extending the facility of travel to more groups. The working group on confidence building measures and rehabilitation of militancy victims was headed by Hamid Ansari.

The working group on Centre-state relations began deliberations only in December due to delay in finalising who would head it. It is looking at strengthening Centre-state relations, the special status of J-K and an effective devolution of powers .

Its discussions so far have seen differences among state8217;s political parties, with the National Conference demanding 8220;autonomy8221;, the PDP putting forth its concept of 8220;self-governance8221; and smaller parties calling for a closer look at Leh and Ladakh.
