CHANDIGARH, MAY 25: The massive transfer exercise conducted by the Punjab government this month has apart from causing displacement in most government departments also brought to fore the issue of cadre management in the state. Nearly 90 officials, including 35 IAS and 25 police officials of various ranks, have been transferred since the beginning of May.

The spate of transfers, which began on May 3 with police officials being shifted, saw 25 IAS officers being shifted on May 13 and six IAS and 12 PCS officers last week. Another six officers were transferred on Sunday.

However, an official spokesman of the Punjab government on Tuesday said the transfers of government employees have to be kept to the barest minimum. As per the guidelines issued by the government, transfers in all departments would be completed by June 11. Mid-term transfers have been completely banned, an official statement added.

Some officers have not been given independent charge of the post of secretary, while others have been unableto join their new postings. While in relatively smaller departments, two senior officials have been posted, in other cases, officials are holding more than one charge.

Two of the senior-most Punjab cadre officers have also been shifted in this exercise, with one of them now being deputed to the Centre. Some political undertones were added when a prominent Congress leader questioned the transfer of another senior official in a press conference recently.

A fairly senior officer has been appointed as Commissioner for looking after people with disabilities. Significant changes have also been made at the lower levels with SDMs of Fatehgarh Sahib, Barnala, Dhuri, Samrala, Baghapurana and Raikot being changed.

While senior police officials have not been moved, the DIG of Faridkot and the SSPs of Amritsar and Majitha have been transferred.
