PUNE, Sept 1: In a significant move to arrest substandard development works, the Pune Municipal Corporation8217;s standing committee today decided to clear bills for works done by tenderers quoting more than 20 per cent below the estimated prices only after inspection of the work.

Members have realised that tenders submitted for development works in the past three or four months were quoting extremely low prices which would ultimately result in substandard work. Reasons of economic recession are being given. However this will definitely affect the quality of work, Ramesh Bodke, standing committee chairman, told media persons on Tuesday.

The slump in the economy has had contractors eager to get more work and pay off bank loans. They do not even mind taking the work on a no-profit no-loss basis, members said. The committee unanimously decided that the vigilance department would inspect all the works before clearing the bills, Bodke said.

The committee had to defer decisions on about a dozen important proposals today in the absence of head of the departments of road, slums and octroi. For instance a decision on tenders invited for improvement of traffic signals at Nal Stop, Dhole Patil chowk and Maldhakka chowk could not be taken as the head of the department was absent.

Decisions on widening of the approach roads to the bridge behind Garware College and improvement of slums at Ramnagar and Pandu Lamanvasti, Yerawada, had to be deferred because the officials were not present to provide the required information, Bodke lamented. It is reliably learnt that a group of corporators was planning to call for an adjournment at the next general body meeting if the officials remained absent.

The standing committee decided to donate Rs. 20,000 to the the Dalit Sahitya Parishad which has been holding literary programmes in the city and neighbourhood for years.
