
NEW DELHI, February 12: The House of the Municipal Corporation of Delhi MCD today unanimously passed the proposal of Mayor-in-Council8217;. The house also passed the proposal to impose toll tax on all commercial vehicles entering the city and misuse charges against all those who encroach on the corporation8217;s industrial land. It also passed the revised budget for 1998-99 and budget estimates for 1999-2000.
Introducing the proposal to form the Mayor-in-Council on the last day of the budget session, BJP councillor Maheshchander Sharma pointed out that in the existing system, the Mayor and the councillors did not have any administrative powers. He said that as a result, the councillors were unable to fulfill the promises they made to their voters. The proposal was welcomed by BJP as well as Congress councillors. It is now being forwarded for the approval of the Union government.
On the issue of the toll tax and misuse charges, leader of the House Shanti Desai said that the MCD would earn Rs 110 crore every year from these two taxes.
He said that the Congress had run the corporation from 1983 till 1990 and during their misrule, schools suffered the most. Desai suggested that Municipal Commissioner V.K. Duggal prepare a blueprint of the problems plaguing the MCD and how much money is required to solve them. He added that staff should be transferred to those departments where the workload was heavy and also suggested that MCD officials cut-down on their petrol and telephone expenditure by 10 per cent. Suggesting an amendment in the toll tax, leader of the opposition Rambabu Sharma said that those commercial vehicles which carry consumer goods for Delhiites should be exempted. He argued that if these vehicles are taxed, prices of consumer goods would go up.
