CHANDIGARH, Sept 7: Akali Dal Amritsar chief Simranjit Singh Mann today alleged Chief Minister Parkash Singh Badal and the Bharatiya Janata Party were behind the public interest litigation filed against the People8217;s Commission.

Addressing a news conference here, Mann pointed out the Commission had been set up by the human rights organisations in accordance with the UN charter, the Universal Declaration of Human Rights and the Covenant of Civil and Political Rights, to which India is a signatory. The Commission was functioning under the best principles of law.

Mann said the finding of the Commission might not be binding on the state but would have strong persuasive and moral value. Such commissions were appointed to expose the war crimes of the Nazis. Then there are the examples of Truth Commission in South Africa and several other countries including Argentina, Rwanda and Yugoslavia.

He said the human rights organisations took the initiative as the ruling Akali Dal failed to fulfill its poll promise of setting up such a commission.

Mann favoured end to alliance between the ruling Akali Dal and the BJP on the issue of the People8217;s Commission and Udham Singh Nagar.

He said the next government could take action on the basis of the recommendations made by the People8217;s Commission. He was confident that the next government in the state would be formed by his party which has only one member in the present Vidhan Sabha.

He made it clear he did not have any expectations from the Badal government. 8220;I wish Badal could run the state8221;, he said.

Mann said on the one hand, Badal was scared of the BJP and on the other, he was functioning under police pressure.
