Prime Minister Manmohan Singh has congratulated the Inter-Governmental Panel on Climate and its Chairman R K Pachauri on winning the Nobel Prize for Peace, saying it was a historic moment for India. 8220;It is a historic moment for Dr Pachauri and India. Never before has the UN body headed by an Indian been awarded the Nobel Peace Prize,8221; Singh said in his congratulatory message.
