This is with connection to the Express report that SEBI has fined DSQ Software and its promoter Dinesh Dalmia Sept 10. By fining Dalmia over Rs 600 crore, SEBI is getting nothing more than big headlines. It is not known, one, whether Dalmia has this money to give as a deposit; two, if he is even in India and is at all bothered about SEBI8217;s order and, three and more importantly, no details are mentioned as to how and why SEBI expects Dalmia to give this deposit. As for banning him from capital markets for 10 years, that8217;s no big deal for only the most ill-informed investor would have given him more money in the first place. SEBI is adept at pulling out old cases and delaying its orders on new ones. For example, there is no report on who hammered the PSU stocks at the time of PSU divestment, who sold so heavily on May 17, no report on GTB and no report on why Bajpai unilaterally lifted a ban on GTB promoters to sell shares while the investigation was still going on.

8226; The editorial, 8216;Heirs apparently8217; IE, Sept 21, is ironical since the comment should be more on the second rung of the Congress rather then the BJP. The BJP at least has a semblance of inner-party democracy. Sadly, the same cannot be said about the Congress. Its second rung is is infested with scions who have nothing to their credit besides being, well, scions.

It is known even to a novice how to fudge e-mails sender/receiver8217;s identity, thus giving wide powers to the police to plant fictitious charges on the hapless. Even the British raj was concerned about the fairness of a trial. During Nehru8217;s time the unbridled power conferred on the army through the Special Powers Act is a sign of cowardice in the face of rebellion. The British never imposed such a law.
