A parliamentary inquiry harshly criticised Israeli intelligence agencies for failing to detect Libya8217;s chemical and nuclear arms programmes, committee members said on Sunday. The committee8217;s report said Israeli intelligence learned of the weapons programmes only after Libya announced its plans to disarm last December, committee members said.
