In the wake of the serial blasts that rocked the Capital, the Union Home Ministry is considering setting up a special ‘‘Homeland Security’’ wing to deal with internal security.

The proposal has received the go-ahead from the internal and external security establishments. It has been proposed that the new set-up will work as the ‘‘brain’’ of the internal security set-up analysing intelligence, future trends, threats and security concerns, and suggest a security policy.

It will not have an operational role but will deal exclusively with internal security policy. Besides security officials, the Homeland Security wing will work in close coordination with top Indian universities, with IIT, Kanpur likely to play the nodal role.

Despite the plethora of security establishments in India, none is detailed to come up with future trends in and threats to internal security. Also there is a serious lack of coordination between agencies. Hence the ministry is often forced to take decisions on varied information supplied by internal security agencies.
