
CHANDIGARH, June 8: The Punjab and Haryana High Court today directed that any person who is even a ration card-holder to show that he is a permanent resident of any village in Punjab, can file his nomination papers and contest the forthcoming panchayat elections from that constituency despite the fact that his name may not find mention in the electoral roll.
The orders were passed by the vacation bench comprising Justice V. K. Jhanji and Justice Swatantar Kumar in several petitions filed before the High Court for directions to the State of Punjab that they be allowed to file nomination papers without their holding electoral identity cards.
On the state government extending a concession, the court has permitted the filing of nomination papers on any of the three requirements 8212; having an identity card, name being included in the electoral list or a ration card.
With regard to wrongful inclusion and deletion of names in the electoral list used in the 1998 general elections, objections can be filed within three days. The State Election Commission would take a decision on these before the panchayat elections are held.
The state government has been further directed to circulate this order widely so that all concerned who may not have filed a writ petition in the High Court would also get opportunity to have their grievance redressed from the State Election Commission.
