BANGALORE, Jan 3: Prime Minister Atal Behari Vajpayee today sealed the party-vs-Government debate at the two-day national executive of the Bharatiya Janata Party BJP by asserting the supremacy of his Government over the party on matters of governance. The party was also forced to make amendments in its political resolution to tone down its comments on the Government and include its achievements.

Delivering the valedictory address, Vajpayee said while consultations between the party and its Government are desirable and necessary, the Government8217;s decisions are final. Concluding a conclave where the differences came to the fore and the party8217;s problems with the Government were expressed by president Kushabhau Thakre in his inaugural speech, Prime Minister Vajpayee put the blame back on the party.

He claimed that a number of decisions had been taken by the Government in the past ten months but they could not be communicated to the people by the party organisation to counter disinformation by theopposition.Earlier, intense factional fight within the BJP not only delayed the political resolution but also forced a number of amendments in it.

The original draft of the resolution, like Thakre8217;s inaugural speech, was highly critical of the Government8217;s performance. It said the Government8217;s failure to control price rise was one of the factors contributing to the party8217;s dismal performance in the Assembly elections in Rajasthan, Madhya Pradesh and Delhi.

The resolution was supposed to be passed on Saturday but differences over its final draft resulted in several amendments. A section in the party, including general secretary Sangh Priya Gautam, pressed for inclusion of the Government8217;s achievements in the draft resolution.

The draft released this afternoon, thus lists 8220;riot-free and corruption-free administration8221;, proposal of capital punishment to rapists, tabling Bills for creation of Uttaranchal, Vananchal and Chhatisgarh besides Lokpal and Women Reservation Bill as the Government8217;sachievements.

8220;The national executive congratulates the BJP-led Government for conducting nuclear tests, resolving the Cauvery dispute, standing up to sanctions, allocating 60 per cent funds to farm sector and restoring peace in Jammu and Kashmir,8221; reads the resolution.

The political resolution is in sharp contrast to Thakre8217;s speech made yesterday in which he had blamed the Government for the BJP8217;s electoral debacle. 8220;The outcome of the elections is not a reflection on the performance of the BJP-led Government. We are of the view that the Congress gained on account of a negative vote, spurt in prices of some essential commodities, inadequate communication of Government8217;s achievements and certain organisational deficiencies,8221; it said.

Asked about the reason for introducing amendments, Sangh Priya Gautam said: 8220;I felt it was improper to only criticise the Government for everything and overlook its achievements.8221; He refused to say whether the achievements had been deliberately left outearlier.

Some BJP leaders had blamed the party for not implementing the Jana Krishnamoorti panel report for increasing coordination between the party and the Government. The amendments made in the political resolution are being seen as a blow to party chief Kushabhau Thakre and, of course, Union Home Minister Lal Krishna Advani.

The differences within also delayed the economic resolution introduced today by Union Finance Minister Yashwant Sinha. The final draft of the resolution, striking a balance between the Swadeshi lobby and the pro-liberalisation lobby, will now be released tomorrow morning.

The about-turn in Thakre8217;s stance is apparently prompted by an agreement reached between the two factions. Those in the Government have agreed to go soft on swadeshi and include a few things in the economic resolution to be released tomorrow and Thakre supporters agreed to include the Government8217;s achievements in the political resolution.

BJP spokesman Venkaiah Naidu, however, tried to play down thereports on differences, saying that they were prompted by 8220;difference between the actual performance of the Vajpayee Government and its perception among the people.8221;

The national executive also discussed the political scenario in Goa, Karnataka and Andhra Pradesh which are going to polls in November. The party hopes to win both Karnataka and Goa, Naidu said.
