On the eve of the World Human Rights Day, the National Human Rights Commission NHRC decided to find out whether 8216;8216;the State failed to protect the right of life8217;8217; of Satyendra Kumar Dubey, the NHAI manager who was killed after he complained of corruption in a Bihar stretch of the Golden Quadrilateral project.

8216;8216;Whether the State failed in its duty to protect the life of Satyendra Dubey is a human rights issue for us,8217;8217; said Dr A S Anand, chairman of the NHRC, which today sought reports and comments on Dubey8217;s killing from the DG of Bihar police and the NHAI chairman within three weeks.

Anand told The Indian Express: 8216;8216;The man Dubey apparently died since his identity was not kept secret. I have asked the NHAI chairman to explain why he did not act on his Dubey8217;s complaints.8217;8217; The NHRC has forwarded The Indian Express clippings on the killing to the Bihar DGP.

The NHRC took nearly two weeks to realise something was amiss in the case; legal brains examined The Indian Express reports to make up their mind whether the NHRC should intervene in the matter.
