
MUMBAI, Jan 7: The Election Commission of India today issued guidelines for candidates and political parties to be observed until the entire process of forthcoming Lok Sabha elections is over.
The guidelines, titled Dos and Don8217;ts8217; for the Lok Sabha elections, instruct the ruling as well as other parties on usage of public grounds and loud speakers at rallies and processions, stay in government accommodation and the line to be followed while campaigning.
According to it, the ongoing government programmes may continue. Relief and rehabilitation measures, as the case may be, should commence and continue for people affected by floods, drought, pestilence and other natural calamities. Public grounds, helipads, rest houses, dak bungalows and other types of government accommodation should be available to all political parties and contesting candidates on an equitable basis. The local police must be informed about the time and venue of a proposed meeting well in advance. No procession should hinder traffic. Those participating in processions shall not carry articles capable of being used as missiles or weapons.
No person without a specific valid authority letter from the EC can enter any polling booth at any time. No person, however highly placed 8212; whether Chief Minister, minister, Member of Parliament or Member of the Legislative Assembly 8212; is exempted from this provision.
Use of government vehicles including cars, trucks, lorries, tempos, jeeps, aircraft, helicopters and ships, is banned. Advertising the achievements of the ruling party at the cost of the state exchequer is prohibited. Announcement of new financial grants, laying of foundation stones, promises to construct new roads, are not allowed.
Any aspect of the private life of a leader or a party worker, which is not connected with his public activities, shall not be permitted to be criticised. The criticism should only relate to policies, programmes, past record and work done by a candidate or a party. Unverified allegations cannot be levelled against a party or a candidate.
The right of every individual to a peaceful and undisturbed home life should be fully safeguarded. No one can make use of land, building or compound wall belonging to an individual without his permission to erect flag staffs, hoardings and banners, paste posters or write slogans.
