Delhi I-card plan prompts Biharis to satygaraha

Bihar CM Nitish Kumar accussed the Cong govt for trying to turn Delhi into a "police state" through its I-card plan.

Accusing the Congress government in Delhi of trying to turn the national capital into a 8220;police state8221; by trying to introduce mandatory ID-proof for its citizens, Bihar Chief Minister Nitish Kumar on Monday threatened to launch a satyagraha if it went ahead with the measure.

8220;The decision is discriminatory and violative of the provisions of the Constitution. An attempt is being made by the Delhi government to turn the national capital into a police state,8221; Kumar told reporters on the sidelines of the 8216;Janata Darbar8217; and said the people of Bihar would not take the decision lying down.

8220;Over eight crore people of Bihar will rise in revolt and launch a satyagrha against the step. It is aimed against the migrant labourers from other states, including Bihar,8221; he said.

8220;Despite being a Chief Minister, I8217;ll be duty bound to lead the satyagarha movement likely to be launched by the people of Bihar against such the arbitray decision,8221; Kumar said.

He said when the government was unable to promptly issue death and birth certificates as well as electoral photo-identity cards to a large sections of the society, how would it be able to provide I-cards to Delhi residents by January 15.

8220;The measure infringes on the right to free movement, employment and settlement guaranteed under article 370 of the Constitution, barring in Jammu and Kashmir,8221; he said.

Kumar, in a letter to the Prime Minister on Sunday, had deprecated the move.
