CHANDIGARH, Nov 18: Contractor Yash Paul Saggi’s bail application was rejected by UT District and Sessions Judge B.S. Bedi here today.

Accused of causing heavy loss to the UT Administration during the electrification work of Sector 32 Government Medical College and Hospital here, Saggi was earlier booked by the UT Vigilance Department under the Prevention of Corruption Act, besides Section 420 and 120-B, of the Indian Penal Code.

According to the prosecution, the UT Administration had received a note from the Central Bureau of Investigation’s local office alleging that the former UT chief engineer along with another official and Saggi had caused "a lot of damage to the government in the electrification works in the Sector 32 hospital".

It was added that the officials had allotted maximum number of contracts to Saggi or to some dummy contractor under his proprietorship. Further, the payment for the purchase of three transformers was made even before they reached the City.

Seeking his release on bail, the defence counsel had contended that the accused was a heart patient. He had already suffered two heart attacks and had also undergone two bypass surgeries in 1991 and 1994. He added that a heart surgeon had advised his hospitalisation.

It further stated that the accused had to be hospitalised on November 1 after symptoms of angina surfaced. A City Magistrate had to go to the hospital to remand him as Saggi was not in a position to be produced before the court.
