
JALANDHAR, Nov 16: The Punjab Congress today again complained of gross violation of the election code of conduct by the District Development and Panchayat Officer, Jalandhar, to woo and influence voters in favour of the ruling Akali Dal candidate.
In a fax message to the Chief Election Commissioner, the campaign incharge for the Adampur by-election, Bir Devinder Singh, alleged that a pre-dated cheque was issued and sanctions accorded under instructions from the government as well as from the Deputy Commissioner, Jalandhar, to favour the SAD candidate in the constituency.
The Congress alleged that the sanction to extend the grant of Rs 1.36 lakh for the construction of streets and drains in Khurdpur village had been accorded on October 15. The complaint said the office note showed that the estimates for the work were submitted on November 10 and it was hard to comprehend how the sanction could be accorded before the submission of estimates.
Similarly, the Congress alleged that sanction to extend grants for the construction of streets and drains in villages Jalbhey, Fathepur and Chomon had been shown to be accorded on September 9 whereas the same office note showed that the estimates for the said work were submitted on October 15.
The complaint alleged that a pre-dated Bank of Baroda cheque for Rs 2 lakh was issued in favour of the sarpanch, Dolike, and it was dated August 20. The Congress demanded how a cheque issued on August 20 could remain unpaid till the second week of November.
The copies of the office notes and cheque have also been sent to the CEC. The Congress has demanded immediate and exemplary punishment for the erring officials.
