
The Civil Aviation Ministry has liberalised norms for charter aircraft allowing these flights to operate to any airport in the country.
Addressing delegates of the Indian Association of Tour Operators, Minister of State for Civil Aviation Rajiv Pratap Rudy on Friday said customs and immigration facilities will be provided at short notice in airports where such facilities do not exist. Further, ministry officials said, the government has also permitted Indian passport holders to travel in incoming charter flights, not allowed earlier.
The government has also removed all restrictions on the frequency and size of aircraft which, sources added, would mean that private domestic carriers too can use their fleet to have chartered flights going abroad on a regular basis. However, a 2:1 obligation between incoming and outgoing passenger traffic will have to be maintained by the operator. This means that any outbound charter will have to organise incoming charter flights in a way that it brings back twice the number of tourists it ferries from India. This rule, officials added, will not apply on religious charters like Haj flights and aircraft ferrying nine or less passengers. This apart, the liberalised policy states that inbound and outbound charters will be permitted only for 8216;8216;inclusive tour packages8217;8217;.
