A 22-MEMBER ministry, headed by Naveen Patnaik, was sworn in at a glittering ceremony at the Raj Bhavan lawns here today. Governor M.M. Rajendran administered the oath of office and secrecy to the ministers.

The two-tier ministry includes 15 Cabinet ministers, including the chief minister and seven ministers of state (independent charge). There are 10 Cabinet ministers, including the chief minister and four ministers of state from the BJD while the BJP has five Cabinet ministers and three ministers of state with independent charge.

The BJD ministers are Kalini Behera, Prafulla Chandra Ghadei, Padmanabha Behera, Pramilla Mallik, Surya Narayan Patra, Surendranath Nayak, Bijoyshree Routray, Damodar Rout, A.U. Singhdeo (all Cabinet), Balabhadra Majhi, Rabinarayan Nanda, Debasis Nayak and Nagendra Pradhan (all ministers of state). The ministers from the BJP are, Sameer Dey, Biswabhusan Harichandan, Golak Bihari Nayak, Manmohan Samal, K.V. Singhdeo (all Cabinet), Jayanarayan Mishra, Pradipta Nayak and Surama Padhi (all ministers of state).

Patnaik has taken in eight new ministers while dropping five from the previous ministry. The new ministers are Padmanabha Behera, Pramilla Mallik, Debasis Nayak, Nagendra Pradhan (all BJD), Manmohan Samal, Jayanarayan Mishra, Pradipta Nayak and Surama Padhi (all BJP). Those dropped include former excise minister Ananda Acharya, minister of state for housing, youth affairs and sports Ranendra Pratap Swain (both from BJD), and Bimbadhar Kuanr, Draupadi Murmu and Himanshu Sekhar Meher (all from BJP).

Pramilla Mallick, a three-time BJD MLA from Binjharpur constituency, has been taken in as a Cabinet minister while Surama Padhi from the BJP, a first timer from Ranpur, has been inducted as a minister of state. Padhi is a former president of the All India BJP Mahila Morcha. Padmanabha Behera, the BJD MLA from Phulbani was, however, a minister of state in the Janata Dal ministry, headed by Biju Patnaik from 1990 to 1995. Debasis Nayak has been elected twice from Bari-Derabis while Nagendra Pradhan is a three-time MLA from Athmallik.

Rajya Sabha MP and state BJP president has won election for the first time from the Dhamnagar constituency. Jayanarayan Mishra, the BJP MLA from Sambalpur, was the deputy chief in the last assembly. Pradipta Nayak has won from the Bhawanipatna constituency thrice.
