CHANDIGARH, JUNE 17: The Hoshiarpur police today claimed to have successfully foiled a conspiracy by the Babbar Khalsa Organisation BKO to blast important public places and kill top leaders in Punjab, by arresting a member of this outfit and seizing a large quantity of RDX and detonators.

According to district police chief R. P. Mittal and a statement released by the Director General of Police here, they had launched a special drive following definite information. Shortly on Wednesday night when two scooter- borne youths were challenged, the pillion rider escaped under the cover of darkness, while the person driving the two-wheeler, without a number plate, was nabbed. He was later identified as Balwinder singh alias Billu alias Baj of village Bhagowal in the district.

During the search of the scooter, 18 kg RDX in 16 packets, 10 electronic detonators, 10 non-electronic detonators, two blast sticks, two pencil bombs and a role tape were found.

During preliminary interrogation, Balwinder Singh confessed his links with Punjab terrorists and also confessed that newly-created Khalistan-Kashmir Jehad Force was being patronised by the BKO and the outfit had planned the conspiracy.

He has been booked under Sections three/four/five of the Explosives Act by the police. He also confessed having come in contact with Punjab militants in 1995. He also came in contact with Didar Singh alias Dari alias Baba of Babbar Khalsa outfit. He used to meet him in Hoshiarpur, Fatehgarh Sahib and Hazoor Sahib Patna.
