
With HRD Minister Arjun Singh making it clear that institutions of higher learning would be given complete autonomy, his ministry is only too willing to accept the proposal to be submitted by the IIMs tomorrow.
Even President A.P.J. Abdul Kalam8217;s address this afternoon underlined the need to restore 8216;8216;autonomy of institutions of repute8217;8217;. 8216;8216;My government will ensure that all institutions of higher learning and professional education get back the autonomy they enjoyed earlier,8217;8217; Kalam had said.
It is evident that Singh wants no confrontation with the directors when they arrive for the meeting. Since he may be in Parliament, the directors will meet both higher education secretary S.C. Tripathi and Singh8217;s trusted lieutenant and new additional secretary, Sudip K. Banerjee.
The IIMs took a decision yesterday to make adequate arrangements such as a need-based scholarship fund to ensure that poor and needy are not deprived of management education.

Though the IIMs will not come with a uniform fee as had been suggested by the minister too the directors a week ago, the ministry may take a lenient view of the decision on variable fees for the IIMs. And this because though there is no uniform fee, the difference between the most and least expensive IIMs is not more than Rs 30,000.
The government is also willing to extend help to both Indore and Kozhikode IIMs, to ensure they are able to set up their scholarship fund.
