At police chiefs’ meet, China’s growing presence, rise of cybercrime and security on agenda

China’s growing presence in South Asia and its implications for India, exploitation of the app ecosystem for cybercrime, impact on economic security due to targeted mobilisations, emerging security challenges and counter-measures along the borders with Bangladesh and Myanmar are some of the issues to be discussed at the All-India Conference of Director Generals (DGPs) and Inspectors General of Police (IGPs) to be held from November 29.

Prime Minister Narendra Modi is scheduled to attend the conference, which will be hosted by the Intelligence Bureau at the Convention Centre, Lok Seva Bhawan, Bhubaneswar. As per the expected schedule, officials said, Modi will arrive in Bhubaneswar on November 30 and address all the directors-general on the next afternoon (December 1). Union Home Minister Amit Shah and National Security Advisor Ajit Doval will attend all the sessions.

Sharing details of the tentative agenda, an officer said the conference would discuss, among other things, changing contexts and emerging contours in counterterrorism, a comprehensive approach towards coastal security, the current situation of left-wing extremism and forward strategies. “Since the new criminal laws have been implemented, on the last day, they are going to discuss the progress after implanting the new criminal laws and ways for forward planning,” the officer said.

An officer said preparations for the event have started and that all the officers concerned have been asked to prepare their presentations, with the tentative agenda on counterterrorism, emerging trends in militancy and hybrid militancy in Jammu and Kashmir, and Khalistan communication and logistics network.

“Other topics are leveraging data for effective policing, the security situation in the neighbourhood and their impact in India, emerging challenges and a future roadmap for narcotics and precursors trafficking, initiatives and best practices due to innovations in policing, implantation of recommendations of the previous conference, trends in urban policing and the need for a common approach,” the officer said.

The All-India DG-IG Conference is held every year to share the best practices related to internal security, crime and law and order challenges among state police and central agencies. Directors-general of all state police departments, intelligence agencies and central armed police forces will be among the 80 officials attending the conference. Some of the officials will attend some of the sessions online.

The Modi government has been organising the conference outside New Delhi since it came to power in 2014.
