The EC has issued a notice to Peoples Democratic Party (PDP) youth president and Srinagar candidate Waheed ur Rehman Parra, for violation of Model Code of Conduct, over his appeal to people to take parliamentary elections as a referendum to send a message to New Delhi that Kashmir is not happy, EC said the message has the "potential of aggravating the differences among communities and can cause discontentment in the society". While he has been asked to refrain from making such statements, EC has given him two days to explain the "exact context of the message" he wanted to convey.
