Haryana will go to polls on October 21. With the announcement of election dates by the EC, the MCC has come into effect and all necessary arrangements have been made for free, fair and transparent conduct of the polls, the chief electoral officer said.
His statement was released in the wake of reports that Election Commissioner Ashok Lavasa has, since May 4, recused himself from EC meetings on violations of the Model Code of Conduct as his dissenting opinion in the three-member panel was not recorded.
Section 10 (Disposal of business by Election Commission) of The Election Commission (Conditions of Service of Election Commissioners and Transaction of Business) Act, 1991, lays down that “all business of the Election Commission shall, as far as possible, be transacted unanimously”.
