The Pune Municipal Corporation standing committeee on Monday approved the proposal to increase fine for regularising constructions that have come up without the permission of civic body but meet the technical norms.
There are many structures that have come up without the permission of the civic body and people are also staying there without getting a completion certificate. The increase in fine is to discourage such practices in civic jurisdiction, said Arvind Shinde,chairman of the standing committee.
In 2004,the administration had started regularising structures that came up without prior permission of the civic body. However,the administration proposed a hike in fine and a charge of five per cent of the total cost of the construction according to ready reckoner rate for one residential tenement. For more than one residential tenement and commercial construction,the charge will be 20 per cent. The increase in fine would give Rs 50-100 crore more revenue to the civic body, he said,adding that the committee also put a clause that the structure should be regularised within the given time or the officer concerned would have to face disciplinary action.
The decision would also enable old wadas that are in good condition to obtain completion certificate from the civic body,Shinde said. The PMC decision has been taken under the existing provisions of the Maharashtra Regional and Town Planning (MRTP) Act,1966.
In the proposal,municipal commissioner Mahesh Zagade had said the PMC has observed that various developers construct without seeking various permissions of the PMC and then later apply to regularise the construction using provisions in the MRTP Act.
