CYG irregularities back in focus

The CBI raid on properties of Suresh Kalmadi has brought into focus irregularities raised by auditors in spendings for the Commonwealth Youth Games (CYG) held in Pune in 2008. In August,The Indian Express had highlighted findings of the Comptroller and Auditor General of India (CAG) on the alleged non-performance of Sports Marketing and Management (SMAM) to deliver sponsorship targets for the CYG.

The Pune games received a total sponsorship of Rs 19.99 crore of which Rs 17.88 crore were from public sector undertakings. Thus while SMAM generated Rs 2.11 crore sponsorship for CYG,it was paid a commission of Rs 2.68 crore.

The CAG was further investigating as to why the OC had signed up again,a firm that failed to bring in sponsorship during CYG. Also listing under irregularities,the report states that Rs 2.02 crore was spent on sponsorship “which was out of the scope of sponsorship agreements” and an expenditure of Rs 52.83 lakh was made on hiking pay and allowances of employees of CYG,Pune.

It was pointed out that the value-in-kind received from sponsors and utilised by CYG organising committee had not been accounted for. The report had said Rs 3.03 crore from Air India towards tickets and Rs 2.6 crore from Atos Origin towards software for games management system has not been accounted for,either.
