UP set for Phase-II of Census 2011

The second phase of Census 2011,called actual population enumeration,will begin on February 9.

The second phase of Census 2011,called actual population enumeration,will begin on February 9. Around 4.5 lakh supervisors and enumerators are being engaged for the exercise in 3.65 lakh enumeration blocks in Uttar Pradesh.

This phase will involve the enumeration of each person with her/his particulars at a well-defined point of time. In the first phase,the state government had received complaints that employees engaged in the task were not taking part in training and enumeration.

This time,the state government has ordered all department heads to relieve the employees engaged in census duty and not transfer them till March 31. Transfers may be done in special cases only.

UP chief secretary Atul Kumar Gupta issued orders in this regard to principal secretaries,secretaries,department heads,district magistrates,municipal commissioner and executive officers on Wednesday.

The census moment and the reference date for the Census of India will be 00:00 hours,March 1,2011. The enumeration period has been fixed from February 9 to 28. During this period,enumerators will visit households and collect details about every person living there. On the night of February 28,enumerators will enumerate the houseless population living on roads and beggars. People living on ships and boats on rivers or water bodies will also be enumerated.

In order to update the population with reference to the census moment,each enumerator will have to re-visit his enumeration block from March 1 to 5 to enumerate any new visitors or households there. He will also take into account births that may have taken place in any of the households before 00:00 hours of March 1.

The enumerators will send the data to district magistrates by March 7. The DMs will,in turn,send it to the Directorate of Census Operation (DCO) by March 10. The DCO will forward the details to the Registrar General in Delhi.

“The Registrar General will release the first report of provisional population before the end of March. Other reports will be released phasewise later,” said Neena Sharma,Director of Census Operations in UP.

In the last census,the country’s population was 102 crore and Uttar Pradesh was the largest state with a population of 16.61 crore. The first report of Census 2011,comprising the country’s total population and the number of males and females in different states and Union territories,will be released in March.

In the first phase,houselisting and housing census was done between April and September 2010. Apart from listing of houses,data on amenities available to the households were also collected for assessing the condition of human settlements and their standard of living. This was done from May 16 to June 30 in Uttar Pradesh.

“Data collected in the first phase of the census in UP is under screening at present,” said Neena Sharma.

Questions to be asked in Phase II:

* Name

* Relationship with family head

* Sex

* Date of birth and age

* Current marital status

* Age at marriage

* Religion

* Scheduled Caste or Scheduled Tribe

* Disability

* Mother tongue,other languages known

* Literacy status,status of attendance in educational institutions,highest educational level attained

* Whether worked any time during past year,category of economic activity,occupation,nature of industry,trade or service,class or worker,seeking or available for work,travel to place of work

* Non-economic activity

* Birthplace,place of last residence,reason for migration,duration of stay in any village or town

* Children surviving,children ever born,number of children born alive during last one year
