Maya’s Dalit act: top cops to attend cases

To ensure strict adherence to the Chief Minister Mayawati’s directives regarding checking crime against Dalits,a government order has been issued to the district police chiefs,DIGs,IGs and the DGP.

To ensure strict adherence to the Chief Minister Mayawati’s directives regarding checking crime against Dalits,a government order (GO) has been issued to the district police chiefs,DIGs,IGs and the DGP. The GO specifies the respective roles of the officers while attending cases related to the SC/STs.

The DGP has been instructed to visit each district where a Dalit rape or murder is reported. He is asked to inform the government about his visit before leaving the headquarters and apprise the CM about the development and the action initiated by him in the case by evening.

The SPs of districts across the state have been instructed to personally attend each complaint filed by Dalits and also visit the police station and the spot of crime the same day. They have to send the report regarding the complaint and about the action initiated by them to the DGP Headquarters by evening.

Specifying the role of SPs,the GO said the district police chief would not let the Additional SP,the CO or the SO attend the non-cognisable offences related to the SC/STs. The SP would personally go through the details of the non-cognisable report and approach the court to seek investigation of the matter.

The district police heads have also been asked to monitor the investigation and resolve the cases earliest.

In absence of SPs,the DIGs and the IGs of the range will take up the responsibility and intimate the DGP and the Home Department about their initiatives.

The SPs and senior officers will be taken to task if even a single matter related to a Dalit goes unattended. However,no instruction has been issued in the GO regarding the role of Additional SPs,circle officers (Deputy SPs) and the station officers in a district.

DGP visits Dalit victims
State DGP Vikram Singh on Tuesday visited the districts where Dalit rape or murder has been recently reported.

In Azamgarh,the DGP asked SP Ramit Sharma to slap Gangsters Act on the rape accused Praveen Yadav (38). Though the rape case was lodged on Monday,the medical examination of the 17-year-old victim found her one-month pregnant. The girl told the police that the man had issued her a life threat and was was forcing her to have physical relations with him for the last one month. The DGP handed over a cheque of Rs 25,000 to the kin of the rape victim. In Sultanpur,a 15-year-old girl was raped by Arvind Singh while she had gone to a farmland in Kotwali Dehat area on Tuesday morning. In Hardoi,a Dalit Chetram was killed by Nanhe Yadav and Majhle Yadav following an enmity over possession of a field in Paali area on Monday. The accused have been arrested. The DGP handed over a cheque of Rs 1.5 lakh to deceased’s wife Chandrawati.

While SOs in Hardoi and Azamgarh were issued warnings for their laxity in handling the case,the Sultanpur SO was rewarded Rs 2,000 for arresting the rape accused within half-an-hour of the incident.
