Seven days after her suspension,the Uttar Pradesh government Sunday issued a chargesheet to IAS officer Durga Shakti Nagpal.

The chargesheet came a day after UPA chairperson Sonia Gandhi requested Prime Minister Manmohan Singh to intervene in the case and the Department of Personnel and Training (DoPT) sought a report from the state government over her suspension.

The charges framed against her include demolition of an under-construction wall of a mosque in Kadalpur village of Gautam Budh Nagar on July 27 “without following proper legal procedures”. Another charge is that Nagpal did not show “foresight” while handling the case,which “affected the communal harmony” of the area.

A senior officer said the state government felt that the step taken by Nagpal was unnecessary and could have been avoided,keeping in view the sensitivity of the month of Ramzan.

Nagpal has been given 15 days to send her reply to the government. A copy of the charge-sheet has been sent to DoPT. It was handed over to Nagpal by officials of the Board of Revenue,where she was attached after her suspension.

A 2010 batch IAS officer,Nagpal was suspended on July 27 after she allegedly ordered demolition of the wall of a mosque. Over the past few months,she had taken action against illegal sand mining on the river beds of Yamuna and the Hindon,leading to allegations that the actual reason of her suspension was her steps against illegal mining.

A senior government officer said further action would be decided on the basis of Nagpal’s reply. “There are two options. If the government is satisfied with her reply,then her suspension would be revoked as it happened recently in case of two IAS officers — Shradha Mishra and G Srinivasalu,” he said.

“In case,her reply is not found satisfactory,then the government may order an inquiry and further action would be decided on the basis of the results of that inquiry,” the officer said.

While Shradha Mishra was suspended for alleged financial irregularities in Ayurveda Directorate,G Srinivasalu was suspended for making “insensitive” remark on the death of pilgrims in Uttarakhand. Both were reinstated recently by the state government after replies given by them.

Nagpal had met Uttar Pradesh Chief Secretary Jawed Usmani and Secretary to Chief Minister Anita Singh on Friday to present her case. She was told that she would also get a chance to explain her side of the incident in writing.
