Delhi News Live Updates (September 25): Delhi Environment Minister Gopal Rai Wednesday launched the city’s Winter Action Plan, that includes a range of measures such as drone monitoring, an intensified anti-dust campaign, road-sweeping machines, formation of task forces, and deployment of 200 mobile anti-smog guns to combat air pollution under the theme “Mil Kar Chale, Pradushan Se Lade”, news agency PTI reported.

The BJP’s Delhi unit will undertake a mega membership exercise on Wednesday on the birth anniversary of party ideologue Pandit Deendayal Upadhyaya, the party said in a statement. A review meeting of the BJP’s ongoing membership drive was held at the Talkatora stadium here on Sunday where the party’s national general secretary Vinod Tawde emphasised the importance of expanding party membership ahead of the Delhi Assembly elections, slated to be held early next year.

Delhi Chief Minister Atishi held her first meeting with ministers and heads of various departments and agencies on Tuesday and assured them of her government’s full support. Heads of around 26 departments, including principal secretaries, secretaries, commissioners and directors, attended the meeting that was also attended by ministers Gopal Rai, Saurabh Bharadwaj, Kailash Gahlot, Imran Hussain and Mukesh Ahlawat, according to a statement issued by the Chief Minister’s Office (CMO). The relations between the AAP dispensation and Delhi bureaucrats have been fraught.

Delhi DMs to assess functioning & coordination of depts; govt move ruffles feathers in bureaucracy

The Delhi Government has ordered a ‘working group’ of district magistrates to assess the functioning of, report on, and ensure convergence between different departments in the national capital. The groups have also been empowered to “call meetings with officers of the department concerned” and submit a detailed report with proposals and recommendations by October 5.

Sources pointed out that the order coincided with the first meeting between newly sworn-in Delhi Chief Minister Atishi and her Council of Ministers and civil servants heading government departments during which both sides are said to have announced they would function as a cohesive unit. Read more

‘Top secret’ documents can’t be allowed for production at Arbitral Tribunal, says Delhi High Court

The Delhi High Court on Tuesday ruled that a document classified as “top secret‟ and “protected‟ under the Official Secrets Act, 1923, cannot be directed to be produced by a tribunal for arbitration as national security concern “outweighs and eclipses” contractual obligation.

The court passed the order in a petition moved by the director general of ‘Project Varsha’ under the Ministry of Defence (Navy) that challenged an April 24 order by the Arbitral Tribunal urging the Defence Ministry to produce the documents in a sealed cover as per the request of the firm executing the Central project.

Navayuga-Van Oord JV, which is constructing the outer harbour for the new naval base on the eastern coast near Vishakhapatnam under Project Varsha, had sought documents such as detailed design reports, modelling reports, and studies on the design of the outer harbour. Read Here

In 2016, a total of 243 days were polluted. In 2023, this number dropped to 159 days - around a 34.6% drop. Delhi HC issues directions on disbursal of compensation for Pocso survivors

The Delhi High Court on Tuesday held that minor victims of sexual abuse are entitled to three types of compensation under the Protection of Children from Sexual Offences (Pocso) Act – interim compensation under an existing 2018 standard operating procedure (SOP), interim compensation from the special court hearing such cases, and final compensation from the special court.

The high court also directed the Delhi State Legal Services Authority (DSLSA) to put in place a protocol to give child sexual abuse survivors an option to seek deletion of their biometric data after they become adults.

These were part of a slew of directions issued by a division bench of Justices Rajiv Shakdher and Amit Bansal while hearing a Public Interest Litigation (PIL) on Tuesday. Read Here

Shopkeeper ‘assaulted’ after found selling juice with adulterated colour in Central Delhi

A shopkeeper was assaulted by a group of people allegedly after he mixed colours in the juice he was selling in Central Delhi’s Rajendra Nagar on Tuesday morning.

Harsh Vardhan, Deputy Commissioner of Police (Central), said they received a PCR call at 10.30 am at Rajender Nagar Police Station regarding selling of juice by “mixing colour” in it by a shop on Shankar Road.

“Prima facie, some substance was found at the shop. The police team called a food safety inspector and he took samples. Further legal action is being taken per the complaint,” said Vardhan. Read Here

Teen stabbed to death by friends in Shakarpur over treat for new phone: Delhi Police

A 16-year-old boy was stabbed to death in East Delhi’s Shakarpur area allegedly by his three friends after he refused to give them a treat for his new smartphone on Monday evening.

“Around 7.15 pm on September 23, police patrolling staff in the area noticed blood on the street near Ramji Samosa shop. Locals informed them that a group of boys had stabbed a boy, who was taken to hospital,” said Apoorva Gupta, DCP East.

Delhi HC declines to entertain plea for use of unused gametes and embryos for third parties

The Delhi High Court on Monday refused to entertain a plea by an In Vitro Fertilization (IVF) specialist seeking a more “nuanced, balanced and reasonable approach” in regulating unused gametes and embryos under the provisions of the Assisted Reproductive Technologies (Regulation) Rules, 2022.

The petitioner, Dr Aniruddha Malpani, who challenged section 24 of the Assisted Reproductive Technology (Regulation) Act, 2021, read with Rule 13(1)(a) of the Assisted Reproductive Technologies (Regulation) Rules, 2022, hence withdrew his plea.

Dr Malpani, seeking that the rule be set aside, had submitted that “the enforced preservation of unused gametes or embryos solely for the original recipient can lead to the unnecessary destruction of viable biological material, which could otherwise benefit other couples or individuals facing infertility issues. In the context of India, where infertility affects approximately 10 to 14% of the population (with higher rates in urban areas due to lifestyle factors), the availability of viable gametes and embryos is crucial in providing reproductive assistance to childless couples.” Read here
