After three terms of civic body,members realise no guide for who appoints sub-committees
After terms amounting to 15 years,it was realised that the Municipal Corporation does not have well defined rules for appointment of members to sub-committees. Every year the Mayor is authorised by the House to appoint members. The councillors of the Bharatiya Janata Party raised the issue that the Mayor could not be authorised to constitute the sub-committees. This led to a ruckus in the meeting of the General House.
Every year a number of sub-committees are constituted that look into different functions of the Municipal Corporation. Every committee has a chairman and vice-chairman. Amidst the ruckus that was created,a resolution was moved by nominated councillors Dr Aruna Goel and D S Sandhu to authorise the Mayor to constitute the sub-committees. It was further stated that the constitution of the sub-committees should be completed by January 31.
Councillor Arun Sood raised the issue that as per the Municipal Act,the House is authorised to constitute the sub-committees and the agenda should be brought to the House. The Mayor has no authority to appoint members to the sub-committees. If a practice has been followed in the previous tenures,the same is not required to be followed now, he said.
Countering him councillor Subhash Chawla said that the House was supreme and could authorise the Mayor to constitute the sub-committees. He asked the BJP to define the procedure for appointment of the members if the Mayor was not to be authorised.
Union Minister Pawan Bansal stated that there are no rules on how the sub-committees are to be constituted. Since there are no rules it is not wrong to authorise the Mayor to constitute committees. The Municipal Corporation could write to the Administration about getting rules framed, he said.
