The illegal cab services to Pinjore and Kalka,from the Housing Board lightpoint,is operating without any checks. While the violators are charging arbitrarily from the passengers,the authorities claim that they conduct regular checking and issue challans to the violators. The cabs have been operating on this route for three years now.
The functioning of such vehicles started some three years ago due to the non-availability of adequate buses on this route. Around 25 vehicles are operating for Pinjore and about 15 from Kalka.
The tariff that they charge for Pinjore is Rs 15 and for Kalka uptil Gandhi chowk is Rs 20.
The Motor Vehicle Inspector UT,Dogra said,All these vehicle drivers operating on this route have the contract permits and not the stage permits. Through these contract permit they are only liable to take trips to different places in the country and not carry the passengers from the stops,which is allowed if the vehicle is given the stage permit. We have been regularly challaning them and even impounding there vehicles,but to no avail. Around 80 per cent of them do not have complete papers which include valid driving licenses as well.
Avinash a student in Sector 34 and a regular passenger of the illegal vehicles said,Being a student I use these vehicles daily,mainly so that I can reach on time. The long route buses to Shimla and Solan do not allow us to sit in them. Before I used to have to wait for hours for the buses to come to Chandigarh. Now since the time I have started using this service I reach on time both for my classes as well as home.
